Purpose of the course The objective of the course is to provide you with an overview of the concepts in health economics as well as an introduction to methods for economic evaluation of medical intervention. In addition, the course will give you insights into the field of health technology assessment (HTA) and market access in the Swedish setting. This short course is designed to give you an understanding of how pharmaceuticals are viewed upon from the HTA agency perspective, what data are needed after the central EMA approval of a drug and how this data is valued before it may be reimbursed and accessible to patients in Sweden. Focus will be set on chronic inflammatory diseases.
Intended learning outcomes The students will get an overview of the general terms regarding economic evaluation of therapeutic interventions, including introduction to the terminology and sources of data capture in cost-effectiveness evaluation. The students will upon completion of the course be able to understand and discuss the parameters included in a cost-effectiveness analysis, and have an understanding of the Swedish health system and how health economic parameters are evaluated and used as a tool in the introduction of new drugs.
Contents of the course In the first part an introduction to the basic assessments in health economic evaluations, including collection of information on quality of life and costs for health care and how this information may be fed into models to predict the cost-effectiveness of an intervention are presented. The unique Swedish setting where real life data can be captured in our many registries will be highlighted.
The second part includes an overview of the formal way a new pharmaceutical drug has to be completed in order to be available to Swedish patients, including discussions on how certain rules and traditions may have a real life impact on patients with chronic diseases.
Teaching and learning activities The course will be given as a retreat with full day and evening learning activities. The course will include reading of scientific literature and lectures, which all will be summarized and discussed during the last 5-10 minutes of each theme, as well as student oral presentations and group discussions.
Compulsory elements Attendance at lectures, discussions and presentations during the retreat and the written exam are mandatory and cannot be compensated for.
Examination The course examination will include a written exam where the students individually in an essay-style answer will discuss strengths and weaknesses of central assessments used in health economic evaluations today, and how these may or may not empower the voice of the patients and affect the outcome of the economic analysis. From the essay it must be clearly demonstrated that the student has gained enough insights and knowledge of the topic discussed during the workshop to also be able build own arguments related to current health care utilization discussions. The students will get approximately one week to hand in the exam.
Literature and other teaching material Course literature consists of lecture handouts and recommended scientific literature related to the course topics. It will be provided by the course responsibles.
